Pancasila as Indonesia’s State Ideology
Pancasila is Indonesia’s shared system of values. It guides the country’s social and national life and expresses the ideals Indonesia seeks to realize.
Meaning and Role of Ideology
“Ideology” refers to knowledge or a system of ideas and beliefs. More broadly, it is a set of principles that gives a nation or state direction and goals.
Pancasila is Indonesia’s state foundation, as stated in the fourth paragraph of the Preamble to the 1945 Constitution. As an ideology, it provides principles for individual and collective life in society and the state.
Formulation of Pancasila
During the first session of BPUPKI—whose name is garbled in the subtitles—three figures proposed ideas for the foundation of the state:
- Muhammad Yamin (May 29, 1945) proposed nationality, humanity or justice, divinity, democracy, and people’s welfare.
- Supomo (May 31, 1945) proposed family unity, balance between physical and spiritual life, deliberation, and people’s justice.
- Sukarno (June 1, 1945) proposed Indonesian nationalism, internationalism or humanity, deliberation or democracy, social welfare, and belief in God.
The proposals were discussed further by a committee and recorded in the Jakarta Charter. Its first principle referred to belief in God and an obligation for adherents to follow Islamic law. Before the 1945 Constitution was ratified, that wording was changed to “Belief in the One Almighty God.”
Values of the Five Principles

Belief in the One Almighty God
- Indonesia recognizes belief in God.
- The state protects people’s freedom to worship according to their religion or belief.
-
Just and civilized humanity

- They should develop care and love for their fellow human beings.
-
The Unity of Indonesia
- The unity, interests, and safety of the nation and state take priority over personal or group interests.
- Citizens should be willing to make sacrifices for the nation and state.
-
Democracy guided by wisdom through deliberation and representation

- Decisions reached through deliberation should be respected and upheld.
-

Comparison with Other Ideologies

- It says liberalism upholds human rights absolutely.
- It presents Pancasila as protecting human rights while also recognizing people’s basic obligations.
